The issue of waste was presented at a public hearing
The Ministry of Nature has published and put forward for public discussion an annotated structure of the National Waste Management Strategy, which is scheduled to be submitted to the Government by the end of the year. Minister of Ecology and Natural Resources Ostap Semerak has informed about it.
He noted that the development of the document took place with the participation of three ministries: the Ministry of Environment, the Ministry of Regional Development, the Ministry of Economy, as well as the program to support the green economy modernization of the Ukrainian economy of the German federal company GIZ and the project of the European Bank for Reconstruction and Development with the support of investments in the system of solid waste management and processing (MSW).
The Minister informed that on October 28, 2016, following the results of the expert group meeting, an annotated structure of the National Waste Management Strategy was approved.
“We have the first major lessons for the future National Waste Management Strategy. Today we are ready to bring it up for public discussion. The text of the document can be found on the official website of the Ministry of Environment. I deliberately do not dwell on the individual items and innovations we offer. I intend to do this during the public presentation of the document, ”the Minister said, noting that the Strategy covers all types of waste and prescribes mechanisms in accordance with European practice that provide for a macro-level approach and establish institutions to implement the provisions of the Waste Management Strategy.
The annotated structure of the National Waste Strategy also proposes policy measures to implement the EU waste list (obligations stemming from the EU Association Agreement and transposition of the Waste Framework Directive).
“We do not exclude the creation of a national competent authority for waste classification. An Executive Agency for the Environment, which is responsible for permitting and related functions, may also appear in Ukraine. This is common practice in many EU countries. Of course, a clear division of responsibilities for hazardous waste management will require some restructuring and administrative strengthening of the Ministry of Ecology and Natural Resources and regional environmental authorities, ”Ostap Semerak said.
He invited the public and experts to participate in the discussion of the draft National Waste Management Strategy.
“We invite you to join the discussion of the draft National Strategy. We have to do this in the shortest possible time to submit a ready-made document to the Government in December. The approval of the National Waste Management Strategy is the first step towards reforming the waste management system. Behind them is the development of projects of the National Action Plan and regional (municipal) waste management plans in Ukraine on the basis of the National Strategy, ”the Minister summarized.
