"Expansion of the territories of the nature reserve fund is possible only under conditions of cooperation"
“Increasing nature conservation areas is a requirement today and ultimately a public policy that has become decisive for most of the world's leading countries three decades ago. We have very little time to make up for lost and bring environmental legislation to the first stages of further development of the country, ”he summarized.
During the meeting, the heads of Synevyr National Parks, Enchanted Territory, Uzhanskyi National Park and the Carpathian Biosphere Reserve reported on the implementation of the plan of activities for the expansion of nature conservation areas.
The Minister reminded that this is the second meeting with the heads of national nature parks. The first was held in May on the basis of the Yavoriv NPP, where a plan of measures for the expansion of nature reserves was defined.
Having heard the reports and plans of the park managers, Ostap Semerak drew attention to the ineffective work of preparing the expansion of the territories of the nature reserve fund at the Enchanted Territory NPP and the Carpathian Biosphere Reserve. At the same time, the Minister noted active work in the direction of expansion of the PFP in the NPPs "Synevyr" and "Uzhansky".
During the meeting, the report on the expansion of the PFP was heard by the Director of NPC "Enchanted Territory", which is under the control of the State Forest Agency.
The Acting Minister of Ecology was also invited to attend the meeting. Head of the State Forestry Agency of Ukraine Christina Yushkevich.
Ostap Semerak emphasized that successful expansion of the territories of the nature protection fund is possible only if constructive cooperation is established between the administration of the national nature parks and the local authority.
“National parks should become the focal point of territorial development and the basis for socio-economic development of settlements located nearby. We need to come up with new approaches with local authorities and look for compromise solutions that would primarily help conserve natural resources and have community support, ”said Ostap Semerak.
He said that at this stage there were some misunderstandings on these issues with some State Forestry enterprises and local authorities, noting that the Ministry of Environment is ready to develop a common road map and jointly seek compromises on land transfer to the PFP.
"Increasing nature conservation areas is not a minister's or the Ministry of Nature's collective concern, but a demand of time and society," he summarized.
The Minister also noted that work in this area will continue to be actively continued. Already at the next meeting of the working group at Transcarpathian Regional State Administration on the expansion of the PZF territories, the plan for the expansion of the PZF territories of the Enchanted Territory and the Carpathian Biosphere Reserve will be considered.
“I plan to make this conversation regionally all-Ukrainian and bring together all the heads of national nature parks and reserves for an extended meeting in Kyiv. We have to systematise the local experience to confidently go to the extension of nature protection areas, ”the Minister summarized.
